In the course of the meeting the parties discussed the results of economic and production activity of the oil company’s subsidiaries in the Ulyanovsk region and outlined prospects for further mutually beneficial cooperation.

In the nearest future RussNeft is going to expand its operations in the region at the expense of the resource bases of JV Nafta-Ulyanovsk ZAO, Ulyanovskneft OAO and Neftarazvedka OAO. According to the representatives of the company, RussNeft plans to complete project development of the oil pipeline, pumping stations, and center point of gathering and transferring crude oil into Transneft system, to drastically enhance drilling, hydro-fracturing and carry out pilot operations to assess large-scale application efficiency of state-of-the-art technologies, enhance oil production and reservoir recovery. It is also in the interest of the oil company to continue cooperation with the administration of the Ulyanovsk oblast in social sphere.
As the press-service of the regional administration informs, Sergey Morozov spoke about positive outcome of the cooperation with the oil company. According to the results of 2004, he specifically meant implementation of the regional administration social program to the amount of 17.2 million rubles. This program includes construction of the Savior Transfiguration Church and a mosque, repairs of kindergartens, an allowance for local football team “Neftyanik” in the settlement of Novospasskoye, as well as construction of a boiler-house for a children’s institution in the settlement of Divny of the Melekessky district and a mini boiler- house in Novomalykla, gasification of the village of Vishenki and road maintenance. Substantial funds were allocated to Ulyanovsk city including arrangement of summer holidays for children of soldiers killed in Chechnya, financial aid to the local dramatic theater, road police department and a lot of other things. It has been agreed with the head of the regional administration that in 2005 the oil company is first of all going to complete major repairs in Novocheremshansky and Radischevsky secondary schools, carry out repairs in school No 1 and kindergarten No 6 of the Novospassky district, and attend to the Nikolayevsky secondary school requiring urgent repairs of the gymnasium. Moreover RussNeft is going in participate in the joint financing in Ulyanovsk city to be allocated for the construction of a manufactured ice stadium and major repairs of the regional schoolchildren’s center for creative activities. The oilmen will undertake to provide some office equipment for municipal establishments of the region.

Oil Company RussNeft operates in six districts of the Ulyanovsk region; they are Nikolayevsky, Novospassky, Melekessky, Cherdaklinsky, Novomalyklinsky and Radischevsky districts. During 2004 the company sold 600 thousand tons of crude oil to various consumers, also by Transneft major pipeline system. Oil output volume in the area is expected to be up to 800 thousand tons in 2005 and 1.1 million tons in 2006. At present the company has developed a middle-term investment program for 2004-2006 and a five-year exploration program. Among the primary tasks of the program is integrated development of the Cherdaklinsky district and first stage exploration over the areas of Novospassky and Radischevsky districts.
