The Terrorist Accuses and Threatens.

On the 31st of August the site of Chechenian rebels called “The Caucasus Center” issued a statement made by Shamil Basayev with direct accusations and threats addressed to Russia’s special services and the well-known businessman Mikhail Gutseriev.
As a formal cause for such threats on the part of the rebels served the sad anniversary of the notorious events in Beslan. The terrorist Basayev said that he was not satisfied with the investigation of the Beslan tragedy in which had died a great number of innocent children. He stated that it had been the officials of North Ossetia’s special services that pushed him to seize the school in Beslan. According to the Chechenian rebels, the special services planned to lure them out of their shelter proposing that they attack the government complex of North Ossetia in Vladikavkaz on the 6th of September 2004. And the rebels having taken the advantage of the provided passage attacked Beslan on the 1st of September.
Though Basayev addressed his most fierce threats to Russia’s businessman Mikhail Gutseriev, who recently financed the construction of a school in Grozny. It was built where used to be School No 23, destroyed by the rebels. Mikhail Gutseriev was a pupil of this school as a child. In the opinion of the Russian businessman the new school must become one more contribution in the reconstruction of Chechnya. It’s already fifteen years that such projects have not been done in the Republic. The modern school center is designed for 540 pupils, but is going to accommodate twice as many children because there is shortage of schools in Grozny.
And it is not the first donation made by the well-known businessman to Chechnya. By way of thanking him for all the support he has done for the Republic the elders of Chechnya decided to give the name of Mikhail Gutseriev to a street in one of the villages of the Republic. It is this fact that caused the irritation of the rebels. None of Russia’s businessmen has ever earned such respect. Neither such fury of Basayev.
Unfortunately Gutseriev’s plans to render support to Chechnya annoy Shamil Basayev. At the ceremonial opening of the school in August this year Mikhail Gutseriev promised that each year he would implement a new project in Chechnya. He also said that he “believed that man with the ruble is stronger than man with the gun”. Basayev threatened in response: “The man with the ruble is not going to stay unpunished”.
Referring to the Beslan tragedy during which Mikhail Gutseriev had made several attempts to pull out the children from the terrorists’ hands, carrying on exhausting and difficult negotiations, Basayev stated that he had deceived the Mujahidins  in Beslan saying that there would be no assault and persuading them into allowing the emergency ministry car with special service solders near the school building.
Basayev emphasized his readiness for the most cruel terrorist actions personally against Mikhail Gutseriev and Russia’s authorities. He promised to take the “matter of Mikhail Gutseriev” to the autumn session of the Shariat court-martial and called on people to inform the Mujahidins  about the whereabouts of the businessman as well as of all those who render help to Chechnya and their relatives. The terrorist doesn’t hide his hatred towards the businessman saying: “We shall return the blood of our brothers and sisters to his home and his relatives, at least the lives of the 32 Beslan Mujahidins. We shall make him choke with his blood and taste its bitterness”.
As for the authorities of Russia Shamil Basayev promised new cruel and bloody terrorist actions in Moscow, Volga region and the Urals.
“This year we have opened a front in the Caucasus. Next year there will be fronts opened in Moscow, Volga region and the Urals,” – said the separatists’ leader.
The rebuff of Russia’s special services was cutting. Deputy Prosecutor General Nikolai Shepel refuted the allegations made by Shamil Basayev regarding Russia’s special services being involved in the organization of the terrorist action in Beslan.
“One cannot help taking the words of the filicide terrorist for ravings of a madman,” – Interfax cited Shepel as saying. According to him “there is no proof of any involvement of the services in the seizure of the school on Sept. 1 last year”.
