In 2007 OAO ”Orsknefteorgsintez” transferred to the budgets of all levels 3 billion 808 million 935 thousand rubles of tax money (4 times more than in 2006). At that more than 94 million was allotted to the budget of Orsk. And ONOS allotted to the city another 20 million within the frames of social partnership.
The oilmen of Orsk always feel responsible to their city and not only in the social sphere.
“ONOS is never mentioned in accident reports, which, unfortunately, doesn’t refer to a number of other plants of the city, where in 2007 some accidents took place, some of them involving serious injuries,” said V.G. Petrov, Head of Municipal Administration Labor Department.
At the plant special attention is paid to industrial safety and labor protection. There was developed the “System of labor protection and safety management”. And the equipment reliability is by all means extremely important. In 2007 by the order of “RussNeft” the plant made investments for more than 1 billion 170 million rubles (twice as much as in 2006). The cost of replacing physically worn equipment amounted to about 285 million rubles. The company constantly upgrades computerized systems of management and control over technological processes. Continuous sensorized monitoring will provide the possibility either to exclude completely or minimize the role of human factor and, consequently, the number of mistakes of the personnel. But reconstruction and reorganization of the production process per se do not guarantee complete safety, even if huge financial investments are involved. Technologically complicated and dangerous plant is to be manned with highly qualified personnel ready to prompt and competent actions in emergency.
What is to be done if an emergency situation has still occurred? What should be the right actions to liquidate it in the shortest possible time and with minimal consequences? – “To act in compliance with PLES”, will be the answer at ONOS. “Plan of localization and liquidation of emergency situations at chemical plants” is being learnt almost by heart by all the employees. And to bring the skills to automatism the plant is regularly arranging drills. Each time at a new subdivision, with different teams. Fire fighting service, gas service, medical team are always involved. In 2007 there were organized 55 drills for inspection of the actions of personnel in case of emergency.
At ONOS there are founded non-professional rescue groups were 220 employees of the plant are engaged. In order to prepare the people psychologically for acting in the conditions of high temperature and intensive smoke 1648 workers underwent training in a heat-and-smoke chamber at the training facility. 10 dangerous industrial objects are equipped with up-to-date respiratory apparatuses, spark-and explosion-proof lanterns, isolating suits. 237 managers and specialists received qualification certificates.
During the year 72 inspections of dangerous industrial objects were held at the plant. Sweeps are .done at regular basis.
Each time the number of serious admonitions on industrial safety and labor protection becomes less. And it is a good reason to hope that not only substantial financial investments but also up-to-date managerial approaches in this highly important sphere give their positive effect.
