During the six months of work at OAO “ORsknefteorgsintez”, a subsidiary of OAO NK “RussNeft” many important events have occurred. At the traditional press-conference the head of the joint stock company Vladimir Piliugin preferred not to tire the journalist numbering production achievements – they are stable and it would be just repeating the planned figures to speak of them. They correspond to the plan and even exceed it a little. Just to demonstrate that the given rate of oil refining corresponds to the tasks set before Orsk refinery by the managers of “RussNeft”.
During the first six months of this year Orsk refinery has processed 2 million 396 thousand tons of oil stock. It produced more than 330 tons of motor gasoline of various brands, more than 660 tons of diesel oil, more than 70 tons of lubricants. The products targeted in the business plan are already delivered to the customer. The target figure of the plant for the end of the year is five million tons of oil.
The second aspect, which has always been typical for “ONOS, is the social vector of business. A huge sum of 735 billion rubles – this is the substantial contribution made by Orsk refinery to budgets of all levels. As usual, the city received less of all, but even in this case 65 million rubles is a considerable investment in the well-being of Orsk. 836 million rubles were invested in the region and the part of this sum will return to Orsk as municipal programs sponsoring. 776 million rubles invested in the center also make OAO “ONOS” a respectable investor.
Transparent system of settlements with the state, transparency in all the ecological actions, substantial support rendered to its own employees – an example for other plants – these are characteristic and typical features of business policy of the refinery.
Everything here is done within the frames of all legal and humane norms. One can understand Vladimir Piliugin when fuel price growth is put at the door of the refinery. No use to deny that prime cost of gasoline is quite different from the figures at the gas-filling stations, but what fault is that of refineries? ONOS stopped to sell gasoline and other sorts of fuel in 1999. Prices are formed by the market and appetites of certain owners of oil products, but OAO “ONOS” is still being accused of it Even a person not experienced in market problems can understand that there is a lot of components which make up oil prices, and three stages of processing of oil stock involve great expenditures. Arithmetic has its own laws.
From the hot subject – oil prices – the briefing switched to one more subject which is often assimilated with ONOS. This is the problem of moving the citizens away from the plant’s sanitary zone. This kind of questions is directly referred to the plant.
Speaking about “migrants“ and moving people out of the sanitary zone, Vladimir Piliugin asked the representatives of mass-media what they thought abut it. The General Director of the refinery decided to change format of the briefing and to interview the interviewers. It is understandable, we are also human beings, we live in our houses as well as the inhabitants of the “sanitary” zone – Pobeda settlement. People, who live in private houses with gardens, will hardly agree to move to an apartment house, new as it can be. Mr. Piliugin was also upset by the fact that the administrative bodies started considering the problem of moving just after the plant had invested in gasification of Pobeda settlement. Not a day later or earlier. This was the opinion of a sensible manager who knew how to count the money. . But the summing up was made by a practical man,
He gave the answer to everybody who felt concerned about the sanitary zones and their inhabitants. Boom is useless when the problem involves time. Today ONOS does everything to keep the emissions within sensible ecologic frames. The people of Orsk who live in former “accident” settlements (in case of an accident they could reach the plant in no tome) do not notice the fetid smell of the air, they are used to oil “veins” in their basements – they can quite comfortably exist within a kilometer from the plant. Embellish and improve their houses and leave them to their children and grandchildren. “We have to ways here”, - said Mr. Piliugin. We shall resolve the problem of moving from sanitary zones together with the city, but our plans are not for a year or two. It is a matter of several years. We are doing a lot in this field. We have reached much. We are ready to spend more than one billion rubles for ecological program. One of the primary measures – tank pontoons, one of the most important projects – construction of on-spot load rack. Closed cycle will enable us to forgot gasoline cloud problem because harmful vapors will be utilized during loading of oil products. We don’t stop working in this field, and the question of moving from sanitary zones is still on paper. And we must consider the opinion of the people themselves.”
The problem of housing, improving of living conditions of the employees is one more direction of social policy of the plant. In the of August 23 families of the employees are receiving keys to new flats. Of course, the has considerably helped them to receive such a wonderful present in the Year of Family. Other presents – gifts for jubilees, vouchers to sanatoriums, social package and general stability of life. 38 million rubles that ONOS has spent for social needs from the beginning of the year prove that the plant administration knows: investing into people are the matter of priority, all other problems are subsidiary and depend on the principal one. By the way, the oilmen are soon celebrating their professional holiday. .I’d like to wish them new professional achievements. The country needs gasoline – for cars and airplanes!
