Objects under control

In struggle with them every petroleum enterprise develops its own methods. Thus, in the Security Department of OAO "Varieganneft" (asset of OAO "NK "RussNeft") there are four mobile teams, engaged in the patroling of the oilfields and the objects of the enterprise and its subsidiaries. Thanks to their work there were continually prevented theft attempts. Recently, in the area of the 74th cluster of the Variegan oilfield there were impeded several workers from the service organization, who unlawfully cut the oilwell tubing into 40 pieces, each 3 metres in length. They were going to hand it over at the ferrous metals receiving point and to get money reward for it. But they couldn't implement their plan as they were caught, and now there's solved a charge of their criminal prosecution. The contractor was amerced for the destruction of property.
Moreover, the workers of the mobile teams of the Security Department twice apprehended persons, who tried to gather scrap iron at one of the objects of the enterprise. There was also educed an attempt of the unapproved dismantlement of the dead line.
In relation to the criminals the enterprise has a very categoric attitude – if you have stealed, then you should be responsible for your criminal conduct. Besides penalty sanctions, there's carried out an investigation on the case, and the punishment is defined by the court. And this procedure is applied not only to the cases of theft of the material values.
From the beginning of 2008 there were opened 11 criminal cases, 6 of them are connected with the revelation of fake qualification documents of the contractors. In this case, according to the legislation of the Russian Federation, the fake documents are excluded by the Security Department.
A very good support is given to the Security Department of the enterprise by the Municipal Internal Affairs Department of Raduzhny. For example, together with the Economic Crime Department, in the beginning of the year there was disclosed a theft at the reserved pipeline.
As the professionals note, the base peak of theft falls on summer: from the moment when the last snow melts, and up to August.
The Security Department also works hard at maintenance of the customer's requirements in the sphere of the industrial safety. For example, control and revelation of workers, who disturb labour discipline. During such control there were revealed 3 cases of the use of alcohol at the working places, and seized 4 workers of the contracting agencies. There were also amerced penalty sanctions for an overall amount of 150 000 Rubles.
Besides, at the production objects of the enterprise there were constructed 46 barrages. And now one can see the first positive results. Preventive measures have brought to the reduction of theft and unlawful gathering of the ferrous metal from the objects of the enterprise and its controllable territories:
– Now the workers have already got used to the barrages, – comments Anatoly Ivanovich, – in the beginning we felt a little bit uncomfortable. But today everything's working perfect. Only emergency and field services have the keys from theses barrages. And this year there were also formed 2 more mobile teams. This allowed to improve control and to make it more operational and efficient. In the morning one team is changed by another one. All material values are reported by the telephone message to our emergency service. We receive this information and then bring to the attention of the responsible persons. Every mobile team has its own areas of control. During the change they report about the results of raids, including equipment being left on the territory, and elicit facts of violation. Then we make reports and send them to our managers; they take measures and then make their own reports about the work.
During September the workers of our mobile teams made 9 reports about breach of storage conditions of commodity stocks and supplies on the territory of Variegan oilfield. Based upon these reports, the Chief Specialists were instructed to take measures on commodity stocks and supplies preservation. Thus, such measures were taken, and material valuables were removed to the specially designated areas.
