The challenging million tons

In the course of the first after longtime interruption visit to Ulyanovsk the President of “RussNeft” Mikhail Gutseriev promised to allocate 15 mln. rubles from his own means to the construction of Ascension Cathedral and to bring yearly oil production in the region to the sign number – million tons.
Three years ago taxmen accused the oligarch in exceeding the normative volumes of oil production and nonpayment of taxes, including three oil producing companies of our region affiliated into NK “RussNeft”, after that he was forced to live in Great Britain. However, a year ago Mikhail Gutseriev returned home after an amnesty, and in January of the present year he returned control over 100 percent of the oil company’s shares (a little later part of them was sold).  
According to Mikhail Gutseriev himself, during his absence on the leading post the process of destruction began in the company, production fell by 25 percent, and the debt grew from 1,4 billion rubles to 6,5 billion. At present the management actively puts things in order in the economy, which is in the top decile of the major oil companies of the country. 
In the territory of the region the current year “RussNeft” plans to produce 581,5 thousand tons of oil ( a little more than a year ago), and here the volume of capital investments must grow almost twice and reach 257,3 million rubles. 32 million from the sum was spent on conducting geophysical works: development of oilfields and implementation of the program of geological and engineering operations.  
Mikhail Gutseriev estimates that in 2011 the volume of investments into the region will grow 4 times and amount to billion rubles and by 2013 Ulyanovsk oilmen will produce not less than million tons of “black gold”. 
  On the economic policy of the company depends the fulfillment of its social functions. On this basis the relations of the region with the previous management of “RussNeft” can not be called successful. But already this year social obligations of Ulyanovsk block enterprises within the frames of collective agreements will grow by 26 percent and average wage will increase by 18 percent.
Also the participation of the company in the implementation of social and charitable programs will be continued. It’s enough to say that within the frames of social partnership with the region NK “RussNeft” sponsors the football club “Neftyanik” (Novospasskoye), with financial support of the holding 20 children’s sport-play areas in Ulyanovsk were built and equipped, vouchers to children’s health camps for children from large families are acquired. With the company’s assistance schools, kindergartens and hospitals are reconstructed, the mosque in Novospassky district was built, Spaso-Preobrazhenskiy temple in Novospasskoye, Spaso-Ascention cathedral in Ulynovsk is being built. 
Noting the contribution of “RussNeft” to the solution of social and economic problems of the region, the governor Sergei Morozov thanked the management of the company for active participation in social life of the region, the support of participant sports and the realization of a number of infrastructural projects and entrusted Mikhail Gutseriev the region’s reward – an honorable sign “Public acknowledgement”.
