Tyumen. Payments to indigenous people of the North grow as well as their population.
The company “Aganneftegasgeologiya” (a subsidiary enterprise of NK “RussNeft”) will assign compensation costs to indigenous people of Ugra in amount of more than 5.8 million rubles this year. This is more than twice that of analogues last year’s figures. The enterprise produces hydrocarbons on land that belongs to family ancestral lands of 26 representatives of small indigenous minorities of the North. Under Federal Subsoil Use Law, law “on guarantees of the rights of indigenous minorities in RF” and other district laws, joint-stock company entered into model agreement with every family taking into account their needs.
As the press-service of the producer company reported, increase in compensation payments was linked to the increase in the number of aboriginal families, last year 12 more families were made, and also regulation of regional government, binding to allocate funds both to current needs of the families and equipment and machinery necessary for practicing traditional activities for indigenous people. Oilmen already paid out 3 million rubles in the first quarter of this year. This sum was already spent on purchasing oil and lubricants, “Yamaha” outboard engines, “Buran” snowmobiles, motor boats, self-contained power-plants – all the things that are vitally important to aboriginal people.
Modeling agreements of subsurface users with legal entities of traditional land users is not a solitary form of communication. Annually diversified company under socio-economic agreement between ANNG and Administration of Nizhnevartovsk Region provides financial support to the national village Variogan. In 2010 the enterprise allocated 450 thousand rubles to renovation and restoration of two fireplaces of Variogan Ethnographic park-museum, organization and conduct of national holidays and also publication of a book “Land of Love” of nenets writer, a member of the writer’s union of Russia Yuriy Vella – resident of the national village Variogan.
