“The State has different attitude towards private and state-owned Oil Companies” – the head of RussNeft Mikhail Gutseriev

02.02.2012 ”Interfax”

Moscow. The State has different attitude towards private and state-owned oil companies, thinks the president and co-owner of RussNeft (PTC: RUSN) Mikhail Gutseriev. “From the point of view of the State, attitude to Gasprom neft (РТС: SIBN) and, let us say, Bashneft (РТС: BANE) will be entirely different”, - he said at the Forum “Russia 2012”, organized by Sberbank (РТС: SBER) and Troika Dialog.

According to him, this concerns in particular the distribution of deposits and other issues. “These things should be taken into account”, he mentioned. In doing so, he said, challenges in the petroleum industry are the same – taxation, exhausted deposits. There are also global problems – “transparency of the market, the market itself, the competitiveness of the market, government intervention in the petroleum industry”.
Moreover, according to Mr.Gutseriev, another serious problem is the lack of qualified personnel. Mr.Gutseriev has also expressed an opinion that there is no future in producing oil from shale deposits. “In order for this process to be profitable, oil should cost 1000 US dollars per barrel”, - oilman is convinced.
