Mikhail Gutseriev Visits Bryansk oblast.

RussNeft President Mikhail Gutseriev arrived in Bryansk on a working visit. At the airport he was met by Governor N.Denin and his deputy N.Simonenko. Later the leaders set off to the station of Zhecha of the Starodubsky district.
As a Regions.Ru correspondent was informed at the press-service of the regional administration, the oil loading station being built here is one of the most important projects of RussNeft. To do the inspection of the construction site there came a big group of experts, including builders, legal advisors, and social workers.
The total amount of the project is $90 million. After the oil loading pipe rack is built oil will be pumped from the pipeline into railway tank-cars to be subsequently delivered to Mozyr and Novopolotsk Refineries in Byelorussia.
Each year the oil loading terminal will transship 7 million tons of oil. It is to be started up in April-May this year. According to preliminary estimates the assessments in the Bryansk region’s budget will come to a considerable amount. Social projects must also be taken into account. Nearly $1.5 million were invested by RussNeft into the Beloberezhsky Children’s Health Center. A considerable amount was laid to create the infrastructure of the oil terminal. 
Implementation of this project definitely means increase of income to municipal and regional budgets as well as new jobs for the population.
After the briefing N.Denin and M.Gutseriev agreed to reply to the questions of correspondents interested to know more about future activities in the area of the leading oil company. For instance, the pressmen asked whether RussNeft was going to build a refinery in the Bryansk region. Gutseriev said frankly that this project was directly dependable on financial possibilities of the oil company. According to preliminary estimates, nearly $800-900 dollars will be required to put up a refinery. Such vast projects cannot be implemented without the support on the part of the government. Meanwhile it’s a long time since the instructions were given to prepare the project documentation. Mikhail Gutseriev also said if the plan came off, 1.5 to 2 thousand people would have jobs.
In his turn, N.Denin stressed the importance of the current project as upon its completion nearly 800 people would be placed in jobs. He also informed that they had agreed with Mikhail Safarbekovich that the company would continue to participate in social projects. It implies construction of a children’s sports complex on the basis of the Beloberezhsky Cardio Health Center initially sized up at 30-40 million rubles. In conclusion he said: “It’s only joint efforts that will be of benefit. We shall be happy to assist and cooperate”.
