27.04.2006 "RusEnergy"

Orsknefteorgsintez OAO owned by RussNeft has started scheduled revamp of the process units and replacement of obsolete equipment in order to comply with the safety standards. It became particularly important in the context of implementing the plan aimed at increasing the volumes of crude oil processing from 3.5 to 5 million tons per year (against the year 2005).

In 2006 the company is going to lay out $7-8 million on replacement of worn-out equipment, more than $2 million on acquisition of instruments for technical support of functioning equipment and $1.5 million for equipping the central laboratory of the refinery with essential labware. Moreover, nearly $7 million have been assigned to finance energy, labour protection, safety engineering and IT programs. The company also plans to repair waste water treatment facilities. More than 3.5 million will be laid out on addressing environmental issues, RCCnew reports.
In order to hold its positions at the markets of RF and CIS, Orsknefteorgsintez suggests completing the refinery modernization before 2008. First of all, they are going to bring gasoline and diesel fuel production processes in compliance with Euro-3 standards. To accomplish this task, they will replace used catalyst on reformers and revamp crude oil preparation unit 22-4 before reforming and isomerization. The company also plans to build an isomerization unit.
To improve quality of its diesel fuel, in 2006 the company is planning to set up production of diesel fuel with 350 ppm total sulphur (Euro-3 standard) followed by revamp of LCh 24-2000 unit to enable production first of 50 ppm and later 10 ppm diesel fuel (Euro-4).
