«The fire» was put out, «gas loss» was liquidated

Volunteers made a start, professionals brought to an end

Last week in Tatishchevsky district, at Oktyabrsky oil gathering station of "Saratovneftegaz" there was carried on a plan training on fire supression and oil spill response onsite. The reporter from "AIF-Saratov" watched these trainings.
Trainings of the kind are regularly held, they are needed for the enterprise services drill and for the team-work with external agencies. For this purposes there was made a plan of cooperation in accident elimination with municipal units and other enterprises of oil industry.
By scenario of the training, during the repair operations in oil gathering station there was broken through the tank shell. There was oil spill and its inflammation. Traffic operator of the shop informed all concerned of the accident.
First of all, in place of inflammation there arrived a volunteer fire brigade of the oil gathering station. Transportable foam-forming units MC-1 were on the run. They are essential at fire isolation of all types, because their servicing requires only one worker - that is of a high value for the sites with a small number of employees. In 2007 - 2008 "Saratovneftegaz" has bought 7 foam-forming units, which are situated at the stations of oil gathering and treatment.
To practice all possible variants of the accident, there was decided, that one person will "get hurt by the fire". He was immediately littered from the dangerous zone. The actions quickly ran up. Water was pumped on adjacent reservoirs, to cool them and prevent further inflammation. In a little while a fire team from Tatishchevo arrived.  It didn't take 20 minutes from the beginning of the "fire", when conventional inflammation was liquidated.

In order that the fire didn't caught off balance

During the second stage of trainings, according to scenario, on the local river Idolga there were discovered "oil spills". As it turned out, they appeared as a result of "breaking the pipeline". Emergency subdivisions of "Saratovneftegaz" were engaged in liquidation of conventional breaking and "oil gathering".
The place of the accident was notated by the flags, there was digged out a trench for the access to the damaged area of the pipeline. The professionals quickly cut off the damaged area, and then cut in a "spool".
At the same time other workers practiced oil spill containment on water. The oil workers joined the sections of oil booms, and installed them in 3 rows in water. Now it's important to gather oil from water surface. For this purposes "Saratovneftegaz" has modern facilities - oil gathering complex "Kama - 1000".
And, at last, the training is over.
Under the existing laws, for oil spill containment on water surface it's needed 4 hours, and on ground - 6 hours. The training has proved once more, that the norms are fulfilled ahead of schedule. According to export opinion, human actions deserve high estimate, and "Saratovneftegaz" has all necessary equipment for accident elimination.

At the moment «Saratovneftegaz» carries out work on implementation of two international standards - ISO 14001, which is necessary to control actions of the enterprise and its impact on the environment; and OHSAS 18001 (control at occupational safety and health of the employees). It is planned, that "Saratovneftegaz" will pass certification in the 3d quarter 2008.
As a result of the competent management, in 2007 in "Saratovneftegaz" there were no emergency situations, accidents, fires, professional illnesses. According to the results of the contest, organized by Saratovsky administration of Rostekhnadzor, "Saratovneftegaz" has got Diploma of the 1st degree and was recognized the best enterprise of the regional Fuel-and-Energy Complex in the sphere of environmental safety.
