Yuri Fedorov: “Belkamneft” is working stably and efficiently!”
On the eve of the professional holidat – Oilman Day – General Director of OAO “Belkamneft”, Yuri Fedorov was interviewed by “bc” and told about prospects of the branch and plans of the company.
-Yuri Victorovich, on the first Sunday of September we celebrate Oilman Day. A traditional question on the eve of the holiday: how do you access the level of development of upstream branch in the republic, its prospects and the situation at your company? Its present level, results of the work done, prospects for the future?
- At present two major oil producing companies, one of them – “Belkamneft” – are the main donors of the republican budget. And we are fully aware that it is from our work that determines development of economy and social sphere of the Republic, level of the people’s living on the whole.
Major oilfields of Udmurtia (Kiengopsko-Chutyrskoye, Gremikhinskoye, Yelnikovskoye, Mishkinskoye, Viatskaya territory of Arlanskoye oilfield, located in the well developed central and Southern parts of the Republic) are now at the late stage of development and cannot secure stable production growth. In this connection the points of oil branch development are being shifted to the periphery of the Republic, where we face, first of all, the necessity of developing infrastructure – roads and electric nets. And our principal resource for reaching and exceeding the target figures is intensification of production, introduction of innovations.
It is at the expense of these factor that in the first six months of the year we produced 75 thousand tons of oil more than we had planned. It became possible due to commissioning 15 new wells, successful development of oilfields. The average yield from one well in the beginning of the year amounted to 49 tons per day – it is kind of a record for Udmurtia. The oilman of our republic haven’t seen such results for 10 years.
We implement the program of operation costs cutting and the result of it is that we managed to bring down the oil production cost by 5%, and to target the money thus released to workover actions, overhaul works.
On the whole, I’m pleased with the results of our work in the first six month of the year and I hope that during the remaining six months we are not only going to keep production rate at the same level, but even to raise it.
-How does building up production correlate with the policy of industrial and ecological security of the plant?
- OAO “Belkamneft” has always used systematic approach for its work in the field of industrial and ecological security: planning – implementation – control – analysis – planning on the basis of the results received. This process involves all those who work at the plant without exclusion, from mere worker to General Director . That is why any negative ecological effects accompanying introduction of new technologies and equipment for oil production are hardly ever possible. A convincing argument for this is the fact of construction and commissioning of a multiphase pump station produced by the firm “Rosscor” at Sosnovskoye oilfield. Putting it into operation permitted to completely eliminate flaring of associated oil gas, to replenish shortage of associated gas at Chernovskaya oil treatment unit, to raise the level of industrial security of the object and to improve ecological situation ant the oilfield.
State Duma of the Russian Federation has approved the amendments to tax law which mass-media have already labeled “tax vacations of oilmen”. Do you think these tax initiative will become stimulating factor for development of oil branch in our republic?
- The idea of introducing the so called “tax vacations” as it was appeared in connection with large-scale work the oilmen are doing in the regions of Eastern Siberia. And “tax vacations” are in force only for the companies working in those regions. But as far as I know the autumn session of the State Duma of the RF is going to suggest expand this period to all the companies working in the country.
Tax-free six dollars for barrel will enable our company to invest funds in drilling, intensification, that is to say, in production.
As far as I know, some other amendments connected with Mineral Extraction Tax may be approved. A plant in order to obtain privileges under this type of taxes will have to equip oilfields with direct metering systems. But everybody understands that to invest money into reconstruction of metering systems at the third, the last stage of development is unprofitable.
If such amendments are approved and we can use indirect metering instead of direct system, only at the Viatskaya Territory of Arlanskoye oilfield we shall return to the company’s economy considerable means, comparable with the amounts of investment programs of OAO “Belklamneft”. We’ll be immensely pleased with these amendments.
-What is place “Belkamneft” is now occupying in “RussNeft” holding? What effect will the plans of development of the holding have on “Belkamneft”?
- “RussNegft” encompasses several dozens of producing plants, refineries, gas filling stations, its own scientific and research center.
